Subject: Focus on the Strengthening of the Graduate Program or Programs of the Professional Education Division (PED)and Your Recommendations for the Steps to be Taken by the PED to Veer AwayFrom Implementing Secondary Education

The UPVCC Execom having thoroughly and objectively discussed the raisons d'être of the Professional Education Division and the mandate of the U.P. as a graduate and research university, please undertake measures to assess and reexamine the graduate program of the PED to establish a focus that matches or anchors on the centerpiece program(s) of the college. It is suggested, as it was suggested in 2007, that a contingency plan be made urgently in response to vacancies left by retired High School faculty members and the administrative constraints of hiring replacements, since the college is no longer in the position to hire high school teachers.
I will appreciate receiving your proposal and recommendations on or before 1 October 2008.

SITUATIONER:
(1) WE ARE NOT CRYING WOLF HERE. JUST LAST YEAR, WE FOUGHT OFF THE THREAT OF DOWNSIZING... BUT THEY ONLY CONCEDED FOR ONE YEAR. THE REASON IT WAS SCRAPPED: BECAUSE THE DEAN FAILED TO HOLD CONSULTATIONS. NOW, THEY ARE AT IT AGAIN.
(2) THE DEAN HAS SAID THAT THE HIGH SCHOOL WILL BE CLOSED, NATURALLY. HE HAS NO PLANS FOR THE HIGH SCHOOL. PRES. ROMAN SAID THE SAME THING.
DURING THEMULTI-SECTORAL ASSEMBLY,DEAN AVILA SAID, "UP MANILA IS KNOWN FOR MEDICINE, LOS BAÑOS FOR AGRICULTURE. WOULD YOU LIKE CEBU TO BE KNOWN FOR ITS HIGH SCHOOL?"
(3) UP CEBU COLLEGE IS WORKING TOWARDS AUTONOMY STATUS. THIS REQUIRES THAT UP CEBU HAVE A MINIMUM OF 4 COLLEGES SET UP. THEY NEED RESOURCES, THEY NEED ITEMS.
THE HIGH SCHOOL'S PHASE OUT IS THE EASY ANSWER.
OUR BELOVED TEACHERS ARE RETIRING... ONCE THEY RETIRE, THEIR ITEM WILL NO LONGER BELONG TO THE HIGH SCHOOL, IT WILL BE SIPHONED OFF TO THE COLLEGE. AND NO REPLACEMENTS WILL BE HIRED.
(NOTE: YOU CANNOT TEACH IN UP WITHOUT AN ITEM.)
(4) THE PROFESSIONAL EDUCATION DIVISION (OF WHICH THE HIGH SCHOOL BELONGS) WILL STAY, BUT THE HIGH SCHOOL CANNOT. ACCORDING TO THEM, THERE IS NO PLACE FOR THE HIGH SCHOOL IN UP'S MANDATE ANDIN THE NEW UP CHARTER.
(5) UPIS inDILIMAN, UP RURAL HIGH SCHOOL in LOS BAÑOS, UP ILOILO HIGH SCHOOL ARE NOT UNDER THREAT.
